dc.description.abstractThe North Atlantic Treaty Organization has decided to make a military intervention in Kosovo with the purpose of persuading the Serbian president Milosevic to stop the attack against civilians in said territory and, also, to affect the Serbian military capacity to start a war. NATO thought that a relatively short air bombing campaign would lead Milosevic to sign an agreement. However, it did not properly estimate the risk of the reaction of the Belgrade government and war took a surprising direction.es
